HB5 Revenue Bond, Capital Facility, and Property Acquisition Authorizations

This bill authorizes certain state agencies and higher education institutions to issue revenue bonds, build capital facilities using agency or institutional funds, transfer capital facilities monies between funds, or acquire or exchange property. This bill: authorizes the issuance of revenue bonds by the State Building Ownership Authority and the State Board of Regents; authorizes other capital facility construction to be funded from agency or institutional funds; authorizes the transfer of certain higher education capital facilities monies from one fund to another; and authorizes the acquisition or exchange of certain state property.
HB86 Funding of Inmate Postsecondary Education

This bill provides an appropriation for existing inmate postsecondary education. This bill appropriates money to the State Board of Regents to distribute to institutions of higher education that currently provide inmate postsecondary education under the supervision of the Utah Department of Corrections; requires participating inmates to pay affordable tuition to help offset the state costs of providing the education; and designates the appropriation as nonlapsing.
HB91 Center for the School of the Future Incentives

This bill provides an appropriation for an incentive program for schools to use the services of the Center for the School of the Future at Utah State University. This bill appropriates money to the State Board of Education to distribute as grants to charter schools and schools within school districts to pay for costs related to using the services of the Center for the School of the Future at Utah State University; requires three annual reports about the incentive program; and appropriates money to Utah State University for the Center for the School of the Future.
HB190 State System of Higher Education Amendments

This bill amends provisions relating to the governance and operation of the State System of Higher Education, creates a tax credit for higher education tuition and fees, and modifies a tax credit for contributions to a Utah Educational Savings Plan Trust account. This bill: allows members of the State Board of Regents to participate in the state risk pool of the Public Employees' Benefit and Insurance Program on an individual basis, and provides that a member of the State Board of Regents who elects to participate in the health insurance program is responsible for both the employer and employee payments required for an active state employee; grants authority to the governor to appoint a commissioner of higher education; grants authority to the board of trustees of a higher education institution to appoint a president for the institution; directs the governor to appoint the members of the board of trustees of a higher education institution, except the Utah College of Applied Technology, from a list of nominees submitted by the institution's board of trustees; grants authority to the board of trustees of a higher education institution, without approval of the State Board of Regents, to: establish and define the role of the institution in providing undergraduate programs, undergraduate degrees, and non-degree programs; change the undergraduate curriculum; and set tuition and fees; allows a claimant to claim a nonrefundable tax credit against 25% of the claimant's state income tax liability for expenses incurred by the claimant to enroll in an institution within the state system of higher education, and allows the claimant to carry forward the tax credit if the amount of the tax credit exceeds 25% of the claimant's tax liability for the taxable year; and allows a claimant under age 19 to claim a tax credit for a contribution to a Utah Educational Savings Plan Trust an account in amount equal to the claimant's state income tax liability.
HB241 Repeal of Exemptions from Nonresident Tuition

This bill modifies eligibility criteria for an exemption from the nonresident portion of total tuition at a state institution of higher education. This bill provides that an exemption from the nonresident portion of total tuition at a state institution of higher education for students who have attended high school in the state for three years and graduated from a high school in the state or received the equivalent of a high school diploma shall be restricted to those students who register as an entering student before May 1, 2008.

HB269 Scott B. Lundell Military Survivors' Tuition Waiver Amendments

This bill modifies the undergraduate tuition waiver available for certain surviving dependents of military members. This bill expands the undergraduate tuition waiver to surviving dependents of Utah resident military members killed on state active duty; clarifies that tuition waivers are available for surviving dependents, beginning on September 11, 2001; and requires the Department of Veterans' Affairs to certify the eligibility of surviving dependents to state institutions of higher education.
HB271 Utah Purple Heart Recipients Tuition Act Amendments

This bill provides a graduate tuition waiver for Purple Heart recipients under specified conditions. This bill waives the graduate tuition at a state institution of higher education for Purple Heart recipients for a maximum amount of money; and to be used in a certain time frame; and makes technical amendments.

This bill appropriates monies for videoconferencing equipment to expand higher education distance learning partnerships among Utah System of Higher Education institutions. This bill: appropriates monies to the Utah Education Network to expand higher education distance learning partnerships by purchasing, installing, and maintaining videoconferencing equipment in classrooms of Utah System of Higher Education institutions.
HB343 Exemption of University Housing from Eviction Laws

This bill amends the Forcible Entry and Detainer chapter of the Judicial Code as it relates to student housing. This bill: defines terms; permits an institution of higher education to exclude or evict a student from student housing, if the student has violated the student's lease, without resorting to a judicial process; establishes procedures and due process requirements for the exclusion or eviction of a student from student housing; and makes technical changes.
HB381 Higher Education Access Enhancement Program

This bill establishes the Higher Education Access Enhancement Program to provide additional educational opportunities for post-high school students. This bill: establishes the Higher Education Access Enhancement Program to offer a statewide on-line associate's degree through Snow College and the College of Eastern Utah; provides Snow College's responsibilities for the program; and makes a nonlapsing appropriation.

This bill supplements or reduces appropriations previously provided for the use and operation of state government for the fiscal year beginning July 1, 2007 and ending June 30, 2008, and appropriates funds for the support and operation of state government for the fiscal year beginning July 1, 2008 and ending June 30, 2009. This bill: provides appropriations for the use and support of certain state agencies; provides appropriations for the use and support of certain institutions of higher education; provides appropriations for other purposes as described; approves employment levels for internal service funds; approves capital acquisition amounts for internal service funds.
SB4 General Obligation Bond Authorization

This bill authorizes the issuance of general obligation bonds for certain capital facilities and repeals obsolete authorizations. This bill: modifies the bonding code by authorizing the issuance and sale of general obligation bonds by the State Bonding Commission for capital facilities; specifies the use of the general obligation bond proceeds and the manner of issuance; repeals obsolete general obligation bond issuance authorizations; and provides expressions of legislative intent.
SB81 Illegal Immigration

This bill deals with provisions related to the immigration status of individuals within the state. This bill: requires a county sheriff to make a reasonable effort to determine the citizenship status of a person confined to a county jail for a period of time and to verify the immigration status of a confined foreign national, and makes it a rebuttable presumption, for the purpose of determining the grant or issuance of a bond, that a person verified by the sheriff's efforts as a foreign national not lawfully admitted into the United States is at risk of flight; provides that the Alcoholic Beverage Control Commission may not grant a restaurant liquor license or private club license to a person who is not lawfully present in the United States;
SB103 Higher Education Enhancements

This bill appropriates monies to certain institutions within the State System of Higher Education. This bill appropriates, with the approval of the State Board of Regents, monies to the University of Utah, Utah State University, Weber State University, Southern Utah University, Snow College, Dixie State College of Utah, the College of Eastern Utah, Utah Valley State College, Salt Lake Community College, and the Utah College of Applied Technology to: improve student retention and graduation rates; advance math and science fields; improve faculty quality; promote regional economic development; or fund other institutional infrastructure priorities.
SB113 Access to Research Workers' Personal Information

This bill modifies the Government Records Access and Management Act to add protected status to certain information. This bill provides that the name, addresses, and phone numbers of individuals who perform, or provide supplies or services for medical or scientific research at an institution within the state system of higher education that is conducted using animals be classified as protected documents.

This bill establishes the Regents' Scholarship Program to award merit scholarships to students who complete a rigorous core course of study in high school. This bill: establishes the Regents' Scholarship Program, including: a base scholarship and supplemental scholarship awards; and scholarship qualifications, amounts, and procedures; establishes a Regents' Diploma Endorsement; requires the State Board of Regents to make certain policies; and makes certain appropriations nonlapsing.
