Advising Coordinating Committee
This committee coordinates all academic advising and student services
on campus and in Continuing Education. Made up of academic service center
directors from each college and the University Office of Advising and
Transition Services, the ASUSU Academic Vice President, and directors
within Student Services. Representatives from Continuing Education,
and academic advisors from the colleges and departments are also included
on the committee which meets monthly. It is open to any advisor or student
service directory who'd like to attend.

Advisory Council for Agricultural Research
The Advisory Council for Agricultural Research advises on budget, allocation
of financial resources, scope of the program, evaluation of research
performance, and such other matters pertaining to the University's agricultural
research program as may be referred to it by the Board of Trustees or
the President.

Advisory Council on Applied Technology
Education
The Advisory Council on Applied Technology Education advises in the
planning and implementation of Applied Technology Education programs
and offerings at the University in collaboration with the State Office
of Education. The council provides oversight for all Applied Technology
Education programs resulting in less than a baccalaureate degree. The
council coordinates efforts with individual college deans on funding
and on curriculum to prevent overlap and duplication. The council also
provides liaison with the Director of Applied Technology Education,
State Office of Education.

Affirmative Action & Equal Opportunity
Advisory Council
The Affirmative Action Advisory Council meets quarterly and has as its
major purposes: (a) reviewing University policies and procedures for
compliance with Affirmative Action/Equal Opportunity (AA/EO) guidelines,
and recommending changes as needed; (b) performing periodic review of
AA/EO programs including the Affirmative Action Plan; (c) serving as
members of the Affirmative Actions Appeals Committee whose purpose is
to review formal complaints of discrimination which have been appealed.
The AAAC serves a critical function by assisting the AA/EO Director
in identifying relevant campus issues/concerns and by providing insight
and guidance that will enable USU to continue its enhancement of diversity
and equal opportunity.

Americans with Disabilities Act Task
Force
The Americans with Disabilities Act Task Force advises the President
on matters relating to the Americans with Disabilities Act passed by
Congress. The Task Force coordinates and reviews University responsibilities
under the law and proposes policies and procedures for making University
programs and facilities accessible to those with disabilities.

Athletic Council
The Athletic Council advises the President with respect to the athletic
program. The duties of the council are to: (a) help maintain an athletic
program compatible with the best academic interests of the University;
(b) assure compliance with the rules of the appropriate conferences,
the National Collegiate Athletic Association (NCAA), and the University
athletic code; (c) review and recommend to the President and the Board
of Trustees all intercollegiate athletic budgets; and (d) recommend
policies and procedures for all aspects of the intercollegiate program.

Board of Trustees
By statute and Board of Regents Bylaws, the Board of Trustees has the
following responsibilities: (a) facilitates communication between the
institution and the community; (b) assists in planning, implementing,
and executing fund raising and development projects aimed at supplementing
institutional appropriations; (c) perpetuates and strengthens alumni
and community identification with the institution's traditions and goals;
(d) selects candidates for Honorary Degrees; (f) approves appointments
made by the President and approves salaries fixed by the President;
(g) approves institutional rules and regulations, both regular and emergency,
to be issued and executed by the President; (h) approves all candidates
for earned degrees and diplomas, as recommended by the President and
faculties; (i) assists the President in the discipline, suspension,
or possible removal of members of the University in accordance with
law and campus rules and regulations; and (j) as the institutional policy-making
body (with the President), the Board of Trustees has the responsibility
for (1) the management and use of the property, including custody, safeguarding,
and investment of funds, and (2) the education, safety, and welfare
of all persons admitted and enrolled, or employed at the institution
or otherwise entering institutional premises.

Calendar Committee
The Calendar Committee determines the beginning and ending days of the
school year and the holidays within each of the three semesters. In
addition, the committee projects the academic calendar for 3 to 5 years
in advance. Membership on the committee includes four faculty appointed
by the president of the Faculty Senate for three-year terms.

Advisory Board
The Advisory Board for the Center for Persons with Disabilities develops,
reviews, and advises on policies and procedures for the Center. The
Advisory Board promotes and coordinates interdisciplinary effort and
research and developmental activities of the Center. The Board meets
the legal requirements of the various funding agencies and acts as an
advocacy group for the Center on both the state and national level.

Chemical Hygiene Committee
The Chemical Hygiene committee oversees training and practices to seek
safe use of chemicals on campus, proper disposal of chemical wastes,
and compliance with regulations relative to these matters. The Chemical
Hygiene Committee has operated in an advisory capacity to the office
of Environmental Health and Safety. The chairman of Chemical Hygiene
is a member of the University Safety Committee. Committee members are
selected for their responsibilities (Environmental Health and Safety,
Risk Management) or expertise (broad familiarity with chemicals and
their proper handling), or their potential effectiveness in helping
to bring these items of concern to the attention of the University (members
of academic faculty).

Children's House Advisory Board

of the early care and education program Children's House provides to

Classified Employees Association
The general purpose of the Classified Employees Association is to support
the goals and objectives of the University, to promote effective communication
among the various University sectors, and to provide representation
of the classified employees as individuals or as a body to the Administration
of Utah State University or the University community, and to be an advisory
resource to the President of Utah State University.
Specific issues of concern for the association in achieving these purposes
shall include, but not be limited to: employment, advancements and promotions,
dismissals, compensation, employee evaluations, working relationships
and conditions, grievances and appeals, employee benefits, educational
advancement, and any other matter of classified employee well-being.

Consumer Advisory Committee
Consumer Advisory Committee is comprised of individuals who have a disability
or a family member of an individual with a disability. The primary charge,
in accordance with Association of University Centers on Disability (AUCD)
guidelines, is to strengthen connections with consumers and families
for delivery of services, increase participation in national policy
and legislative actions in disability areas, and provide outreach activities
to consumers.

Council on Teacher Education
The Council on Teacher Education advises the University community on
teacher preparation. It develops and/or approves teacher education curricula,
establishes admission and certification policies (in conjunction with
the State Office of Education), and works to improve the University's
teacher education program. The council is concerned with: (a) the development
of teacher education curricula; (b) the approval of all teacher education
curricula; (c) the selection, admission, and counseling procedures for
students in teacher education programs; (d) the graduation requirements
and the recommendation of students for professional certification; and
(e) the improvement of graduate programs in professional education.

Department Heads Executive Council
The Department Heads Executive Council consists of all the University
department heads. The Council discusses issues that are directly and
indirectly facing academics today. The Department Heads Council Executive
Committee advises the President and the Provost in matters pertaining
to the operation of academic departments in the University. The duties
of the committee are to: (a) review matters of policy and procedure
affecting department heads' roles and responsibilities; (b) recommend
procedures and policies related to the effective operation of the University's
academic departments; and (c) plan and accomplish an annual department
heads conference as well as periodic department heads meetings during
each year.

Edith Bowen School Advisory Board
The Advisory Board, as created by legislation, consists of the following:
the President of Utah State University or designee, the State Superintendent
of Public Instruction or designee, the Dean of the College of Education
at Utah State University or designee, a local superintendent of schools,
a staff member of the State Office of Education, a member of a local
school district, a staff member of the College of Education, and two
lay citizens (a parent and a school board representative).
In addition to these members, the State Board of Education has added
to the Advisory Board the State President or designee of the Utah Congress
of Parents and Teachers (PTA) in order to provide the experience and
statewide perspective of this major organization to the work of the
Edith Bowen Laboratory School. Members shall be appointed by the State
Board of Education for terms specified by that body. A Superintendent
of a participant districtwill serve as the Chair of the Advisory Board
in a rotating 3-year term. The Director of the Edith Bowen Laboratory
School will serve as the Executive Secretary to the Advisory Board.
Specific strategic action plans are also established for the Edith Bowen
Laboratory School Advisory Board.

Delivery Subcommittee
The subcommittee will make recommendations to the EPC on matters pertaining
to distance and electronic education. It will also assist the faculty
and administration in identifying problems, trends, and opportunities
for USU in these areas. The subcommittee shall consist of an elected
representative from each college plus a representative from each of
the following: Instructional Support, Information Technology, Continuing
Education, and ASUSU or the GSS. Additional members may be appointed
to the subcommittee by the Educational Policies Committee to lend academic
expertise. The terms of Educational Policies Committee members on the
subcommittee will correspond to their terms on the Educational Policies
Committee. Other members will serve a 2-year term. The term of office
for student members shall be one year and coincide with the term of
ASUSU and GSS officers. The subcommittee shall elect a chair annually.

The Utah State University
Executive Committee is comprised of a broad range of university officials
brought together to assist the president by providing strategical guidance
and recommendations and to act as a sounding board on pressing university
issues. This group is not policy making, but advisory in nature.
Executive Committee
members, already working within the university system, were brought
into this board to provide a higher level of coordination and administrative
coherence than had previously existed. What has been accomplished by
tapping existing personnel has been to keep bureaucracy to a minimum
by flattening the organization at the top.

The Faculty Evaluation Committee shall (1) assess methods for evaluating
faculty performance; (2) recommend improvements in methods of evaluation;
(3) recommend methods of faculty development; and (4) decide university
awards for Professor and Advisor of the Year. The committee shall consist
of one faculty representative from each college, one faculty representative
from Extension, one faculty representative from the Libraries, two student
officers from the ASUSU, and one student officer from the GSS. The faculty
representatives are elected to the committee in accordance with Policy
402.11.2. The committee will elect a chair from its members.

In this system, the Faculty Senate -- comprised of elected and ex officio
faculty, appointed administrators, and appointed and ex officio student
officers -- occupies a central position.
"The Faculty Senate shall have the power to act for and represent the
University faculty in all matters of educational policy, including requirements
for admission, degrees, and certificates, and curricular matters involving
relations between colleges, divisions, or departments. Actions of the
Senate shall be subject to the appellate power of the University faculty
and to the approval by the President and the Institutional Council."

Committee
The Institutional Animal Care and Use Committee is responsible for the
University's compliance with federal regulations concerning the care
and housing of experimental animals. All proposals for research and
teaching involving animals must be cleared by this committee. This committee
reports semi-annually to the Vice President for Research, and annually
to the U.S. Department of Agriculture, the American Association for
Accreditation of Laboratory Animal Care (AAALAC), and the Office for
Protection from Research Risks of the National Institutes of Health.

Institutional Review Board
The Institutional Review Board is an administrative body established
to protect the rights and welfare of human research subjects recruited
to participate in research activities conducted under the auspices of
the institution with which it is affiliated. The IRB has the authority
to approve, require modifications in, or disapprove all research activities
that fall within its jurisdiction as specified by both the federal regulations
and local institutional policy. The IRB makes determinations whether
to approve or disapprove the protocol based upon whether or not human
subjects are adequately protected.

The Key Policy Committee reviews campus security and approves the issuance

Library Advisory Council
The University Libraries Advisory Council advises the Vice-Provost for
University Libraries and Instructional Support in (1) meeting the learning,
instruction, and research needs of students, faculty and staff; (2)
formulating library policies in relation to circulation, services, and
the collection development of resources for instruction and research;
and (3) interpreting the needs and policies of the libraries to the
University. The Council membership will consist of nine faculty members,
one from each College and Extension with one undergraduate and graduate
student appointed by the Provost. Faculty members will serve three-year
terms and are renewable once. The Vice-Provost for University Libraries
and Instructional Support serves as an ex-officio, non-voting member.
The chair will be elected from the Council membership on an annual basis.

Risk Control Committee
The Utah State University Risk Control Committee has been established
to accomplish the following basic functions: Identify, evaluate and
recommend solutions for risk exposures; review and certify Risk Management
and Self-Inspection findings; review inspection and other reports from
the state's Division of Risk Management and prioritize proposed recommendations
for the University management or administration's resolution; review
University Workman's Compensation reports and make appropriate recommendations
for reducing accidents and claims; where appropriate, recommend disciplinary
and/or corrective action for employees who violate safety standards;
develop policies related to risk reduction and accident prevention and
recommend adoption by University's administration; review loss control
findings not adequately resolved by departments and make recommendations
for action; conduct an annual review or evaluation of the University's
risk reduction efforts and provide the Division of Risk Management with
a copy of this evaluation; perform other pertinent duties of a Risk
Control Committee as may be needed by the Univeristy.

Security Advisory Committee
The Security Advisory Committee is charged with overseeing and advising
with respect to campus security and the protection of individuals, the
property of individuals, the property of the University, and the facilities
of the University. Specifically, the Security Advisory Committee reviews
cooperative efforts between campus and local law enforcement agencies,
reviews the annual budget of the Security Office, reviews and approves
policies and procedures of the Security Office, hears complaints against
the Security Office as they relate to policy and procedures, and reviews
the training and professional development of the security staff of the

The Trademarks and Licensing Policy Board serves the University by making
policy for product evaluations that affect the University's Trademarks
and Licensing Program. The objectives of the board are: 1) utilize available

of prospective University licensees for the usage of marks, logos and
insignia; 2) receive feedback from University departments/operations/organizations,
community, and alumni regarding the policies and procedures of the Trademarks

University Student Fee Board
The purpose of the Administrative Fee Committee will be to: (a) review,

University Physical Resources Planning
Committee
UPRPC advises the President in planning physical development on campus
including review of building sites, parking lots, and major landscape
projects. No major physical change is made on the campus without this

University Water Resources Research
Council
The Utah State University Water Resources Research Council reviews and
makes recommendations to the Director of the Office of Water Resources
Research, United States Department of the Interior, with respect to
funds. It evaluates and coordinates all water resources research in
the University and endeavors to stimulate the creative productivity
of scientists interested in water resources development and utilization.
The council promotes educational and other University programs and activities
concerned with water.
