GUIDELINES FOR REQUESTING PERMISSION TO CONDUCT RESEARCH

Scientists wishing to conduct research at MUBFS should write directly to the Deputy Director of MUBFS providing the information as noted below:

1) Two completed and signed copies of "Application for Permission to Conduct Research at MUBFS", and in Uganda
2) Two copies of your research proposal

3) Five passpost size photographs (taken recently), and

4) A $20 (twenty US dollars) non-refundable application processing fees (by bank draft payable to MUBFS).

Following receipt of an application, members of the research sub-committee at MUBFS, and the Ugandan National Council for Science and Technology (NCST) will review the request. This process typically takes three to four months, after which the applicant will be notified of the outcome of the review process. Thus, the applicants are strongly encouraged to send applications at least six months prior to their anticipated arrival dates in Uganda.

If I am granted permission to conduct research at MUBFS, I shall abide by the following terms and conditions:

i) I shall pay a refundable deposit of $300 (three hundred dollars). This amount will be refunded upon submission of my final report to MUBFS;

ii) I shall pay 300,000/= (three hundred thousand Uganda Shillings) research fees per quarter, or part thereof (payable in advance), for the duration of my study;

iii) I shall submit Quarterly and Annual Research Progress Reports to MUBFS, and shall abide by all rules and regulations for conducting research at MUBFS.

SUGGESTED OUTLINE FOR THE PREPARATION OF
A RESEARCH PROPOSAL

Individuals wishing to conduct research at MUBFS must submit a detailed proposal outlining their planned activities. However, an effort should be made to limit the main body of the proposal to about six pages, and should include the following elements:

a) A title page with the title of the proposed research, and the name(s), title(s) and affiliation(s) of the individual(s) who will conduct the research.

b) A clear statement of the goals and objectives of the study. A brief statement on the significance and/or justification for conducting this research will add strength to the proposal.

c) A detailed methodology of the proposed study, including experimental design, sample size, field techniques to be employed, facilities/ equipment required, methods of data analysis, etc. should be elaborated.

d) Because MUBFS is particularly concerned about maintaining the forest ecosystem, MUBFS will be interested in knowing the expected impacts of the research activities on the forest and its surrounding communities, with special references to anticipated plant or animal collections, manipulations of the habitat and/or organisms, etc.

e) A brief review of literature demonstrating that the proposed activity will not duplicate previous work.

f) A detailed budget. (The applicants are strongly advised to contact MUBFS requesting its latest fee structures).

g) Curriculum Vitae of the applicant(s) emphasizing educational background and research experience, and listing half a dozen latest publications (please limit this to two pages for each individual).

TRAINING AND ACCOMMODATION FACILITIES
AND PRICE STRUCTURES


MUBFS has four guest houses, four duplexes (or eight units) and 14 dormitory rooms available to trainees, researchers and visitors for renting. There are other housing units at the Station, but these are occupied by MUBFS staff and are not available to public for renting.

None of the MUBFS houses has indoor plumbing (or running water) at this time. Electricity is provided by a single solar panel in each housing unit, and each room has a small florescent tube.

I. The Guest houses: These have two bedrooms, a living room, a shower room, and a patio. The bedrooms and the living room have vinyl floor covering. The kitchen, pantry, and two pit latrines are detached from the main unit. The houses are furnished with locally made furniture, and have beds, chairs, tables, book cases, and mirrors. All kitchen and tablewares, bed linens, blankets, Jerry cans, water buckets are provided. The guests are advised to bring their own towels, soap, drinking water, sandles, flashlight, etc.

Daily rate: 15,000 per person/ night. Maximum 2 persons per house. At the occupants request, a third bed may be placed in a house, for an extra charge of 10,000/= per night.

II. The Duplexes: These are basically the same as the Guest houses described above, except that two units are built together as duplexes, and that the shower room is located in a separate unit (attached to the kitchen and pantry). There is one bed in each of the two bedrooms. These have only the very basic locally made furniture. Some cookwares and tablewares are provided only to the temporary occupants (those paying daily rate) upon request.

Daily rate: 9,000/= per person/ night (if two persons are sharing the same room); and 12,000/= per person/ night if one person is occupying a room.

III. Dormitory rooms: There are two bunk-beds (four beds) per room, and each room has one table, two chairs, one bookshelf, and four lockers. The guests will have to use common shower stalls (six for men and six for women) and pit latrines (three for men, and three for women). Blankets, bed linens, and lights (electricity and/or lamps) are provided. These have no cooking facilities.

Daily rate: 5,500/= per person/ night.

IV. Camping: 1,000/= per person/ night (using own tent). MUBFS has a couple of tents for renting out; the cost is 2,000/= per night.

MEALS:
MUBFS can cater for a group of ten (10) or more individuals. The standard daily meals include: breakfast, morning tea, lunch, afternoon tea, and dinner. The cost for this package deal is: 8,000/= per person/ day. The meals do not include drinks, which may be ordered from the canteen next door. Special meals could be catered by prior arrangement (and cost will have to be worked out).

If the users have any other ideas for meal arrangements in mind (like, catering for a group of less than ten persons, preparing their own food with MUBFS' assistance, etc.) are encouraged to discuss these with the MUBFS Administration.

USER FEES (for training/ conference groups): MUBFS welcomes any organizations, especially conservation and environment-related organizations to hold their workshops, training courses, and meetings at the Station, and it offers an ideal setting for such gatherings. MUBFS has a conference room to accommodate about 50 participants, three to four other rooms/patios to hold small discussion groups, has audio-visual equipment, and electricity. By arrangement, MUBFS' trail system in the forest and the library could be accessed by the participants. The costs for all these are as follows:

1) Short-term group (one week or less):

a) Up to 20 persons..........100,000/=
b) Above 20 (maximum 50).....180,000/=

2) Long-term group (more than one but less than four weeks):

a) Up to 20 people.......... 300,000/=
b) Above 20 people.......... 500,000/=

RESEARCH FEES: Individuals wishing to conduct research at MUBFS must pay the following fees. Under certain circumstances, a Ugandan researcher may be granted a special discount; they are encouraged to contact MUBFS for cost information.

1) 300,000/= per quarter or part thereof, payable in advance at the beginning of each quarter. This fee will cover the following: trail maintenance, access to library and computer room, access to available research equipment (which could be rented; however, a deposit is required). Part of the fee covers general maintenance of the Station.

2) Research Deposit: A refundable deposit of 300,000/= is required of all individuals conducting research at MUBFS. This money will be refunded upon submission of the final research report(s) (usually thesis, published papers, etc.) to MUBFS administration.

LODGING CHARGES FOR THE LONG-TERM RESEARCHERS: The researchers usually occupy the duplexes, and up to four individuals reside in each unit. For long-term residents (more than three weeks), a monthly rate is charged for each unit, which is presently as follows:

a) one researcher........125,000/= month
b) two or more persons...100,000/= per person/ month

For long-term residents, MUBFS provides only the basic furniture. The residents are responsible for linens, utensils, and cleanliness of the residence and compound. House-keepers can be hired for as little as 1,500/= per day (they will cook, clean and do laundry).

OTHER SERVICES AND COSTS:

1. Vehicle Rental: At this time MUBFS does not have any vehicle for rental purposes. It is, however, possible to rent vehicles from car rental companies at Fort Portal and in Kampala
(about US 50.00 per day, includes 100 free kilometers).

Almost daily, a MUBFS vehicle goes to Fort Portal to take care of official business, and/or to buy supplies. It is possible for a MUBFS visitor/ researcher to catch a ride to town if rooms are available in the vehicle (a courtesy service).

The taxicab fare from Fort Portal to MUBFS (a distance of 20 km could cost about 15,000/=).

2. Telephone/ Fax Service: There is a public telephone booth (call box) at MUBFS. Both local and international calls can be made from this telephone by using Smart Cards. However, no calls can be received at this phone. Smart Cards can be purchased at the Post Office, or at the MUBFS Canteen.

Individuals may send and receive faxes at MUBFS. Presently, MUBFS charges 1,500/= per page for sending faxes outside of Uganda, 500/= per page within Uganda, and 500/= per page for faxes received. Faxes can also be sent/received from the Post Office at Fort Portal. The rate is exactly the same as MUBFS'.
An individual may request permission from MUBFS Administration to receive urgent phone calls at the Director's office.

3. Photocopying: MUBFS has only one functional photocopier. Thus, limited photocopying could be done at MUBFS on an emergency basis, and the charge is 150/= per page.

4. Computers and Printers: The limited numbers of computers and printers available at MUBFS are mostly occupied by MUBFS staff, and thus normally are not available to visitors. MUBFS Administration strongly recommends researchers to bring along their own lap-top computers and printers, and all necessary accessories (adaptors, step-down transformers, etc. We operate on 220 Volts, British system).
