Dr. Roberts received his doctoral degree in Psychology at the University of Hawaii. He is currently the Director of the Early Intervention Research Institute (EIRI), which serves as the Research and Evaluation Division of the Center for Persons with Disabilities (a University Center for Excellence in Developmental Disabilities), and Professor of Psychology at Utah State University. Doctor Roberts is the Director of the National Center for Inclusive Community-Integrated Services for Children with Special Health Care Needs (Champions InC.). He has been continuously funded by the U.S. Maternal and Child Health Bureau and U.S. Department of Education since 1984 working on systemic issues in services for young children and those with special health needs. These include medical home, integrated services at the community level, care coordination and outcomes-based systems change using participatory models at the community and state levels. He and his staff have developed the national indicators for the six performance measures for systems building for CYSHCN state and federal programs. Dr. Roberts is the author of a number of books and articles on service integration, such as Strengthening Family Professional Partnerships in Services for Families with Young Children (Roberts, Rule, and Innocenti, 1998) and Where Children Live: The Community Context of Early Childhood Services (Roberts and Magrab, 1999). His work in the area of systems outcomes and measurement are often cited as examples of the need for both. Dr. Roberts serves on a number of state and national workgroups concerned with outcomes measurement for human service programs.
