Requests for Proposals (RFP'S)
The Request for Proposal is one of the most significant tools available in the purchasing process and properly used, the RFP process can result in the purchase of appropriate levels of goods and services for the University, clear and open understanding of expectations of buyers and sellers and maximum value for expended dollars.
The RFP is differentiated from the RFQ (Request for Quotation or Bid) by several features. It is used when there are complex specifications, standards, or installation requirements; the product or service is very sophisticated, high in cost, discussions with proposers will be necessary and where the need to negotiate is anticipated. Departments should consult with the appropriate buyer in Purchasing Services to see if their anticipated purchase might be better served by going through an RFP process as opposed to the RFQ/Bid process.
Please keep in mind that the State of Utah requires that price make up at least 30% of the evaluation criteria on an RFP.
