Section I: Introduction


1.1000: Mission Statement

Purchasing services supports the educational, research and service mission of Utah State University by using effective, innovative methods to procure and make payment for quality products and services at prudent prices.

Utah State University follows the laws established in Utah Procurement Code Title 63, Section 56 for the State of Utah. Unless University specific rules and regulations have been adopted, Utah State University has chosen to follow the Utah Procurement rules published by the State of Utah, Division of Purchasing.

1.2000: Customer Service Statement

We seek to deal courteously and fairly with our customers; to buy competitively and wisely; to develop positive, continuing and reliable relationships with suppliers; to achieve maximum integration with other University departments; to train and develop highly competent personnel who are motivated to make the University, as well as the department succeed, and to develop polices and procedures which permit accomplishing our mission at the lowest reasonable operating cost while complying with applicable legal and ethical requirements.

1.3000: Uniform Purchasing Policies

The information in these Rules and Regulations is formulated for Purchasing Services and other University departments to follow in the procurement of goods and services for the University community.

The goal of Purchasing Services is to provide the University with the highest quality goods and services at the lowest price possible.

The purpose is to obtain all materials, supplies, equipment and service for University departments in accordance with University and State Procurement codes and regulations.
