Section V: Building Construction
Building Construction will be in accordance with Section 63-56, Utah State Procurement Code; Section 63A-5-1, State Building Board; Section 63A-5-2, DFCM; and in accordance with State Procurement Rules R33-5, with exceptions noted below.
5.1000: Construction over $50,000
Contracts for Building, Repairs, Construction: Under Utah Procurement Law, the University, unless otherwise provided by law, must advertise in a newspaper and on Purchasings website, for sealed bids on any building, repairs, or construction costing more than $50,000. The newspaper should have a general circulation in Utah. Any such repairs or construction must be done in accordance with specifications and plans available in Purchasing Services.
5.2000: Construction over $100,000
If the cost of construction exceeds $100,000, the Division of Facilities & Construction Management (DFCM) shall delegate the work, unless the State Building Board grants special authorization in writing.
5.3000: Architectural and Engineering Services
Under Utah Code 63-56-36, Architectural and Engineering Services that are highly specialized, will be bid and/or advertised by Facilities Planning and Design and all appropriate paperwork submitted prior to award of order. If the cost of repairs exceeds $1,000,000, the Department of Facilities & Construction Management (DFCM) shall direct the work unless the State Building Board grants special authorization in writing.
5.4000: Facilities Modification Procedures
All modifications to University facilities must be authorized, designed, constructed, and inspected by Facilities Planning and Design, and Space Management. It is the goal of this department to provide safe facilities for occupants and to ensure compliance with building codes and University construction standards.
Modifications are defined as changes to:
- Floor Plan (including floor area footprint)
- Structure
- New construction
- Electrical/Mechanical systems
- Site Features/Building Exteriors
5.5000: Authorization.
Campus projects will be reviewed and approved through Facilities Planning and Design (FPD). A ?Project Request Form? (Green Sheet) must be filled out and approved before a Construction Permit will be issued.
Requests for changes to campus site, including building exteriors, will be reviewed and recommended for approval by the UPRPC. Changes to building space will be reviewed and recommended for approval by Space Management.
5.6000: Design
Construction drawings will usually be prepared by FPD. Construction drawings must be completed before a Construction Permit will be issued. If the scope of work is beyond the resources of FPD, licensed design consultants may be used under the supervision of FPD.
5.7000: Construction and Final Inspection
Facilities. A construction permit issued by FPD is required before construction work can begin by Facilities. The Customer, Facilities, and FPD will do final inspection of project.
Facilities Planning and Design (FPD). Construction by an outside licensed contractor may be done ONLY when approved, selected by a Value Based evaluation selection, and managed through FPD. Customer, Contractor, and FPD will do final inspection.
Housing. A construction permit, issued by FPD is required before construction work can begin by Housing in approved auxiliary facilities. Customer, Housing, and FPD will do final inspection.
5.8000: Bonds
5.8100: Bonds required over $20,000
Bid Bonds and Performance Bonds are required on all construction projects estimated to be more than $20,000
5.8200: Bonds under $20,000
Bonds may be required for construction projects estimated under $20,000 at the discretion of Purchasing Services.
