LOGAN - Utah State University Extension 4-H members around the state will have the opportunity to learn first-hand about the state legislative process in a mock legislative session at the Utah State Capitol building on April 23. State Representative Paul Ray of Davis County will host approximately 75 4-H members in the House Chamber for Mock Legislature.

“The goal of Mock Legislature is to teach the process in the 4-H way, which is learning by doing,” said Craig Dart, USU Extension 4-H ambassador advisor. “We help the kids learn about the state government and the state legislature in a very hands-on way with Mock Legislature.”

Mock Legislature will be run by the ambassadors, who will lead the legislative committees and preside in House leadership positions. Fifteen bills will be debated, presented and voted on during the session, including bills dealing with recent legislative issues: concealed firearm permits and Medicaid expansion. Members of the Office of Legislative Research will help guide participants through the process.


According to Dart, Mock Legislature helps fulfill the citizenship mission of the 4-H program and gives youth the chance to become more educated citizens about the legislative process.

Ray, along with Mike Christensen, director of the Office of Legislative Research and General Council, will be the opening speakers at 10 a.m. at the Capitol, followed by committee meetings at 10:30 a.m. and floor debate at 1 p.m.
