  1. Call to Order - Chairman Howard Johnson called the meeting to order and welcomed everyone. Howard asked everyone to introduce themselves.

  2. Minutes - Roger Banner read the minutes of the January 14, 1999 meeting which were approved as corrected. (Motion by Jake and second by Russ)

  3. Grant Program and Budget Report - Roger reviewed the revised budget and reported the results of our first demonstration project grant program. The suggestion was made that we require award recipients to write letters supporting GLCI to Secretary of Agriculture Glickman, NRCS Chief Pearlie Reed and V.P. Gore.

  4. Dean Maxwell gave an extensive report on legislation and agricultural land protection. He reported that the recent Farm Bureau Newsletter has a nice summary of action on 70 bills that affect agriculture.

  5. Jake Jacobson reported on the Outreach Committee tour planning process. A tour for Congressional delegation looks fairly bleak. A discussion of tabling the tour for US Congressional delegates and focusing on Utah Legislators ensued. Tony Stanworth made a motion to table the Congressional tour for now in favor of a state legislator tour. Tim Munns seconded the motion and it passed. Jake also reported on the Conservation Reserve Enhancement program focused on riparian enhancement. He passed out a handout of a draft plan for the State of Utah. Jake also reported on the CRP maintenance project. Field days are scheduled for June 15th in Box Elder County, June 30th in San Juan County and July 7th in Juab County.

  6. Jerry Chatterton discussed progress on our web site. Our site has been registered with all major search engines.

  7. John Fairchild reported that the Conservation Reserve Enhancement Program matches up well with cooperative DWR programs with birds and fish. He also mentioned the Big Game Habitat/Rangeland Trend program that Mark Farmer leads. John described the DWR seed program out of Ephraim and the role it plays in cooperative rehabilitation projects.

  8. NACD National Meeting - Howard Johnson reported on the National NACD Meeting held in San Diego.

  9. Blake Walbeck and Larry Ellicott reported that there is a seat open on the National GLCI from the Soil & Water Conservation Society. We will nominate a Tony Stanworth and Tim Munns for this seat. Roger will obtain S&WCS membership applications and send them in for Tony and Tim.

  10. The need for obtaining funding for our coalition was discussed. We decided to focus on the Utah Legislature as a primary potential source of continuing funding. Jake made a motion to form a Strategic Funding Committee and Val Samuelson seconded the motion. Russ Hendricks will chair this Strategic Funding Committee.

  11. Al Dustin passed around a set of information on water development and other improvements he has put together. Information on the big equipment tires developed for stock water.

  12. The next meeting is scheduled for May 20th at 0930 at the Utah Farm Bureau office at 9865 South State in Sandy, UT.
