All Means All for Providers

Applications are accepted all year and may take up to 30 days to process once all requirements are met. 
Application submitted in June may not be processed till July (dependent on funding).





 
Eligibility for All Caregivers: Must live in Utah and currently be employed as a caregiver, coach or owner/director at a licensed child care facility in the state of Utah.
For Licensed Family Child Care Programs: After the license holder completes the All Means All certification, then any full-time caregivers that have worked at the program a year may apply.  Program must be eligible for Department of Workforce Service (DWS) Child Care Subsidy.
For Licensed Centers: After the Center Director completes the All Means All certification, then any full-time caregivers that have worked at the program a year may apply. Program must be eligible for Department of Workforce Service (DWS) Child Care Subsidy. Each program must have a Director who has earned an All Means All award; the same Director cannot be used for multiple programs.
Please note that this program is first come, first served and is contigent upon funding.

A program's All Means All certification is good for three years from when the Director receives the certification.

To Renew: a program can complete the renewal process by clicking on the orange renew button above. This includes verifying the Director and caregivers who earned their All Means All certification are still employed at the program, the program's inclusion statement is still posted on the their program's Care About Childcare profile, and submit their up-to-date expulsion policy and resource list.

Obtain Special Needs Endorsement

Complete 40 hours (or 4 CEUs or 3 college credits) of approved Career Ladder training on caring for children with disabilities and special needs and received the Special Needs Endorsement through Utah's Career Ladder System. You can find approved training by going to the Course Calendar on Care About Childcare and filtering by "Special Needs". Your local Child Care Resource Agency can help you sign up for classes if you need assistance.

Post Welcoming Statement (Program Requirement)

Write an welcoming statement containing a sentence or two describing how your program values all children, makes efforts to enroll children with disabilities, or creates classrooms that welcomes and includes all children. Post the welcoming statement by logging into Care About Childcare, going to "My Programs", then clicking and editing the icon that says "Program Message".

Submit Your Programs Expulsion Policy (Program Requirement)

Along with the rest of your paperwork, you need to submit copy of your program's expulsion policy You expulsion policy needs to include 3 key elements.

Create a Local Resource List

Create a local resource list with contact info and services offered for caregivers and to share with all families in classroom or program.
This resource list must have
at least eight local resources pertaining to special needs, with at least two of those resources including places for parents to have their children assessed/evaluated for a suspected disability.

Set Two Goals and Request Your Children's Material

Set two goals based on the training you have completed. Attached to your goal sheet is the $400 grant order form. The materials you request should align with and support achieving your goals, considering the age group of children in your classroom. The requested items must be for indoor use only (no outdoor equipment) and must be safe. Basic furnishings like tables, chairs, and shelves are not eligible for request.

Caregivers will also receive a personal $400 incentive for completing all training and tasks.

*The materials purchased with the $400 grant remain the property of the program. If a caregiver leaves the program, the items purchased remain there. The $400 belongs to the participating caregiver and will be issued directly to them not the program.  Caregivers are only eligible for one material grant and incentive even if they transfer to another program.

A program's All Means All certification is good for three years from when the Director receives the certification. To renew, a program will need to go through a renewal process. This includes verifying the Director and caregivers who earned their AMA certification are still employed at the program, the programs inclusion statement is still posted on the CAC website, and meeting any new requirements.







By understanding that individual variations not only exist but should be expected, educators can plan for and implement inclusive practices and environments. Inclusion means that every child, with and without disabilities, can engage as fully as possible in their learning community and feel that they belong.
