Summary
This is the first level in the exempt Human Resources Specialist classification series. Incumbents oversee and administer programs in one or more of the following functional areas: benefits, compensation, classification, employee relations, employment, recruitment, leave administration, HRIS, and training. Incumbents serve as a resource to staff throughout the University by interpreting policies and procedures, advising and recommending solutions, and providing guidance to ensure compliance with human resources policies and procedures. They collect and analyze data to determine program effectiveness and recommend changes and improvements in policies, procedures and practices.
Reporting and Supervisory Responsibilities
Incumbents in this classification may report to either the Human Resources Senior Associate Director or Human Resources Associate Director. This classification may mentor and/or train Human Resources Representatives.
Typical Functions
- Assists with the development, implementation, and monitoring of new and existing programs and processes in the area of specialization (e.g. compensation, classification, employee relations, employment, HRIS, recruitment and training).
- Serves as a consultant to the human resources team in addressing and resolving issues.
- Interprets existing and recommends new policies/procedures in area of specialization to effectively administer and improve human resources programs, procedures, and training.
- Collects and analyzes data to determine effectiveness of programs. Disseminates information regarding new and existing programs or issues to University personnel. Provides departmental training and assists with the development of new training as needed.
- Ensures departmental and University wide compliance with human resources policies, procedures and practices.
- Serves as a resource to the University personnel in addressing human resources needs.
- Conducts research and remains current in the area of specialization to improve human resources administration
- Serves on committees or teams to improve processes or service.
- Researches and drafts policies

- Knowledge of human resources principles, procedures, and requirements.
- Knowledge of federal, state and University laws, guidelines and procedures in specialized area.
- Knowledge of industry best practices in specialized area.

Minimum Qualifications
Six years of experience in human resources; or a bachelor’s degree plus two years of experience in human resources is required. A professional human resources certification, in addition to the aforementioned experience and education, is preferred.
Work Environment and Physical Requirements
Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee typically works in an office/desk environment using a computer, phone, and other office equipment. The employee may sit at a desk or stand at a variable height work station throughout the work day and often uses repetitive hand motions, such as typing. Employees nearly continuously listen, hear, and talk.
