Summary

Incumbents in the Payroll Manager position ensure the timely and accurate processing of all payroll functions for the University.

Reporting and Supervisory Responsibilities

The Payroll Manager reports to the Controller.  This classification supervises, trains, and guides assigned staff.

Typical Functions

  1. Processes payroll and related tax payments and filings for the University including international taxation processing and filings.
  2. Oversees payroll staff including scheduling, development, training, and approving leave while considering one-time projects and payroll deadlines.
  3. Serves as contact person for payroll problems, tax issues, and questions from external departments. Communicates with the IRS, Utah State Tax Commission, and benefit providers as necessary.
  4. Resolves processing issues as they arrive during active payroll.
  5. Develops new processes and reports with the Controller’s Office IT personnel and Central IT to improve workflow.
  6. Provides information and assistance to accountants to expedite reconciliation of General Ledger (G/L) accounts related to the payroll process such as withholding accounts, overall G/L reconciliation, journal entries for end of month, and adjustments.
  7. Performs tax reconciliations for monthly, quarterly, and annual filings. Calculates and submits all tax filings including 941’s, W-2’s and 1042’s.
  8. Reconciles vendor payments monthly.
  9. Develops new processes to maintain accurate information.
  10. Performs miscellaneous job-related duties as assigned.

  1. Ability to promote and implement changes to current practices and processes.
  2. Knowledge of payroll practices and human resources concepts and regulations.
  3. Advanced knowledge of payroll practices in large and complex institutions.
  4. Knowledge of common HR/Payroll Management systems.
  5. Ability to handle ambiguity in a fast-paced environment with multiple concurrent tasks and changing priorities.
  6. Knowledge of Utah State University policies and procedures.
  7. Ability to manage performance of employees within department.
  8. Strong collaboration and teamwork skills.
  9. Ability to handle difficult or volatile situations/individuals effectively.
  10. Ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit.
  11. Strong analytical, problem solving, critical thinking, and organizational skills.
  12. Ability to appropriately handle confidential matters and material.

Minimum Qualifications

Bachelor’s degree in related field plus five years of experience is required.

Work Environment and Physical Requirements

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes.  The employee is regularly required to sit and often uses repetitive hand motions.
