Summary

Incumbents in the Purchasing Agent series obtain pricing through the bid process for the purchase of commodities; research marketplace to identify new vendors, new methods of procurement, and stay updated on pricing trends; and advise on contract terms and conditions and policies and procedures.

Distinguishing Characteristics

The Purchasing Agent Senior is distinguished from the Purchasing Agent II in that incumbents in the senior level have the knowledge and experience to perform more complex duties, including managing the strategic procurement tools, systems, and processes.

Reporting and Supervisory Responsibilities

The Purchasing Agent Senior reports to the Director or Associate Director of Purchasing.  This classification may train and guide support staff and lower level purchasing agents.

Typical Functions

  1. Prepares complex RFP’s and bid sourcing events, evaluates proposals, leads review committees and ensures proper procedures are followed in compliance with University and State policies. 
  2. Issues purchase orders.
  3. Confers with University departments regarding requirements, specifications, and deliveries.
  4. Advises departments on purchasing policies and procedures and provides vendor sources.
  5. Analyzes University contracts with outside parties and vendors pertaining to any and all departments across campus, reviewing them for accuracy, completeness and compliance issues. 
  6. Works with departments to resolve various and often complex issues with the contracts.
  7. May supervise technical/clerical support staff and/or oversee lower-level purchasing agents. 
  8. Performs miscellaneous job-related duties as assigned.

Minimum Qualifications

Bachelor’s degree plus four years of experience or an equivalent combination of education plus experience is required.

Work Environment and Physical Requirements

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes.  The employee is regularly required to sit and often uses repetitive hand motions.
