USU EMPLOYER RECRUITING GUIDELINES

The employment recruitment process is a partnership between Utah State University (USU) and employers as we facilitate the best fit between students and employment opportunities.

The following guidelines govern how employment recruiters may use and be served by Utah State University (USU) departments/offices. Our goal is to create a diversified recruitment ecosystem that serves the needs of students, alumni, faculty, and employer partners. These guidelines adhere to the Family Educational Rights and Privacy Act (FERPA), the National Association of Colleges and Employers (NACE) Principles for Ethical Professional Practice, and USU policies.

As an employer, recruiter, or other professional interested in connecting with USU students and alumni through the Career Design Center or other departments/offices of USU, you agree to abide by the guidelines in this document. USU reserves the right not to post jobs or affiliate with employers that do not support the employment interests of USU students.

DISCRIMINATION POLICY

Employers shall comply with all nondiscrimination requirements of the Age Discrimination in Employment Act, the Americans with Disabilities Act, the US Equal Employment Opportunity Commission, and Title VII of the Civil Rights Act of 1964. Employers must:

  • Make reasonable accommodations for a disabled person so that he/she may participate in recruitment activities.
  • Avoid using inquiries considered unacceptable by Equal Employment and Opportunity standards during the recruiting process.
  • Provide equal employment opportunities to all employees and applicants for employment without regard to race, color, religion, age, sex, national origin, disability status, genetics, protected veteran status, sexual orientation, gender identity or expression, or any other characteristic protected by federal, state, or local laws.

GENERAL RECRUITING REQUIREMENTS

USU expects all recruiters and employer representatives to behave in a professional and ethical manner. The following guidelines apply to all recruiting activities at USU:

  • Employers interested in recruiting USU students must be approved in Aggie Handshake before engaging in recruitment activities.
  • Employers interested in utilizing recruitment services offered by the Career Design Center should have current or anticipated open positions
  • All full-time positions should require a credential offered by USU.
  • Compensation for full-time positions should be based on a salary or salary/commission combination – commission-only positions will not be considered.
  • All internships should be paid, except for government and non-profit organizations.
    • Please see the Fair Labor Standards Act for more information about internship requirements.
  • Door-to-door and seasonal sales positions can only be promoted at the annual Summer Jobs Fair.
    • Employers are not permitted to use other recruiting resources (including, but not limited to, posting in Aggie Handshake, information tables, information sessions, or on-campus interviews) to promote door-to-door sales and seasonal sales positions.
  • Recruiting activities are restricted to specific locations on campus and must be arranged through the Career Design Center, including the payment of associated fees.
    • Failure to pay registration and event fees promptly will result in additional fees, restricted access to future events, and/or a ban from recruiting at USU.
  • All employers, recruiters, and other professionals will screen and refer applicants based on job-related criteria only. Soliciting or allowing any USU employee to screen applicant materials/qualifications (e.g., resumes, transcripts, references, GPA, etc.) to provide a list of “Top Candidates” or provide advice on which applicants should be recruited, interviewed, and/or hired is strictly prohibited.
  • Employers must be engaged in activities that are lawful in the state where they are performed.
  • Student application information cannot be used for other purposes without the student's express permission.
  • Employers are not permitted to require applicants to pay a fee, become a member, make a deposit, or take on any financial liability.
  • Certain recruitment activities require employers to pay a fee – see the Career Design Center website for details.

JOB POSTING GUIDELINES

The Career Design Center reserves the right to deny any job posting that is not in the university's and its students' best interest. General job posting guidelines include:

  • Postings in Aggie Handshake must be created by the recruiting organization – the Career Design Center does not create postings on behalf of organizations
  • No positions with commission-only compensation
  • No positions requiring unpaid training
  • No fees for candidates – training, membership, or any other job-related expenses
  • No campus or brand ambassador positions that require students to advertise to, solicit, and/or recruit students, faculty, or staff on campus
  • No private individual postings (e.g., babysitter, private tutor, caretaker, home care, laborer, etc.)
  • No multi-level marketing (MLM), direct sales, or door-to-door sales positions

JOB OFFERS

When extending employment offers for internships or career positions, employers should consider the unique environment of collegiate recruiting. USU expects employers and students to follow these best practices when making and considering employment offers:

  • Employers should provide reasonable timelines for students to consider job offers.
  • Employers shall not use high-pressure techniques such as exploding salary bonuses and/or unreasonably short deadlines to persuade students/alumni to accept employment offers.
  • Students are expected to communicate openly and professionally with any employer extending an employment offer. Applicants should respond to employers with an acceptance or declination within the timeframe provided by the employer. Practices such as unnecessarily extending deadlines and/or failing to respond to employer communications are unacceptable.
  • USU students are encouraged to follow established ethical practices when seeking employment and/or internships. Students should no longer seek or consider other positions once a job or internship offer has been accepted, even if a more appealing offer is received later.

THIRD-PARTY RECRUITERS

Third-party recruiters (including staffing agencies, organizations, or individuals recruiting candidates for employment/internship opportunities other than their own needs) may post positions at USU. However, they are not permitted to engage in on-campus interviewing, informational interviews, career fairs (without prior approval), or any other type of on-campus recruiting activity. Third-party recruiters are required to complete a Third-Party Approval Form before posting positions on Aggie Handshake. The following guidelines apply to third-party recruiters wishing to recruit at USU:

  • Position postings must include the name of the organization/company they are recruiting for.
  • Upon request, third-party recruiters will disclose information to the Career Design Center that would enable verification that it is recruiting for a bona fide job opportunity.
  • Position postings shall not be duplicated if the hiring organization/company has already posted the position in Aggie Handshake.
  • Third-party recruiters are not permitted to charge applicants any fees.

VIOLATIONS

Violations of any part of these guidelines will result in a single verbal or written warning followed by a one (1) year ban from recruiting at USU. Egregious violations may warrant more severe consequences.
