If any student body officer position is vacant at the time of the annual meeting, the chair and region administration shall work together to find a suitable substitute. Preference will be given to any campus representative(s) from the same region currently in good standing. Additionally, if any staff position is vacant, or if there is a change in their titles or job responsibilities, the chair and region administration shall work together to appoint applicable staff members to sit on the board as needed.

Each statewide region shall establish a Region Fee Committee for a review of student fee spending in the region. This committee will:

  1. Review the previous fiscal year's spending of student fees to ensure their appropriate use,
  2. Review and provide feedback on the planned spending of the student fees for the current fiscal year,
  3. Review and approve requests for any increases or decreases in student fee subcategory allocation(s), and
  4. Review requests for any increases or decreases in student fee categories and make recommendations to the Statewide Campuses General Student Fee Advisory Board.

The regions shall be defined as:

Blanding
Brigham City
Eastern
Moab
Southwest
Tooele
Uintah Basin
Wasatch

Each committee must complete its work and submit the required reports no later than November 15th of each year. These committees will consist of a minimum of the following positions from within the region:

USUSA Region Vice President
Student association officer(s)
Associate Vice President
Director of Students
Statewide Campuses Finance Officer or their designee

For Blanding, Eastern, and Moab, one Technical Education student at large and one Technical Education Administrator must also be present. Students at large for these regions will be appointed by the corresponding USUSA Vice President. Technical education students at large must be enrolled in a technical education program and pursuing a certificate.

The Statewide Campuses General Student Fee Board and Region Fee Committees may include students and university faculty and/or staff as members, when deemed necessary by the committee chair. Students must constitute a majority of any Region Fee Committee.

Statewide student fees shall fall into four categories: Activity, Athletics, Building, and Instructional & Student Support. The Statewide Campuses General Student Fee Board will define how fees within these categories may or may not be used. Changes to the categories themselves, increases, decreases, or changes to the Definitions of Use shall be reviewed and approved by the Statewide Campuses General Student Fee Board.

Within the four categories, each Region Fee Committee is authorized to allocate the fee revenue into subcategories as part of their annual meeting. The subcategory allocations may be reviewed by the Statewide Campuses General Student Fee Board to ensure they are in line with the definitions of use.

Process

Requests for new student fees and revisions to current student fees must be submitted to the USUSA Executive Vice President by November 15th each year. Requests must be completed using a form established for that purpose. The USUSA Executive Vice President will provide a copy of all requests to the USUSA President, the Vice President for Student Success, and the executive secretary of the Statewide Campuses General Student Fee Advisory Board. The Vice President for Student Success will meet with the USU Leadership Council for input. The Leadership Council will provide comments on each request and give an unprioritized list of requests it supports to the Statewide Campuses General Student Fee Advisory Board.

The Statewide Campuses General Student Fee Advisory Board’s recommendations are due to the President annually by February 7. The Statewide Campuses General Student Fee Advisory Board shall consider only Statewide Campuses General Student Fees. Course fees, special fees for distinct groups, and tuition charges shall not be subject to review by the Statewide Campuses General Student Fee Advisory Board.

All new fee requests, after review and comment by the USU Leadership Council, shall be voted on by the Statewide Campuses General Student Fee Advisory Board. A favorable vote by the Statewide Campuses General Student Fee Advisory Board will move the fee request to a referendum at the general student-body election. If the referendum passes, the Statewide Campuses General Student Fee Advisory Board will provide a positive recommendation to the University President, and, if approved, to the Board of Trustees. A student referendum for new Statewide Campuses General Student Fees may be initiated by student petition as outlined in the USUSA Constitution.

The Statewide Campuses General Student Fee Advisory Board may recommend revising an existing Statewide Campus General Student Fee without going through the referendum process. However, if an existing fee increase request is more than $30 (per student, per semester), the Statewide Campuses General Student Fee Advisory Board may not issue a recommendation to the University President and Board of Trustees without first going through the referendum process.

The total of all Statewide Campuses General Student Fee amounts on each Statewide Campus must be consistent between all campuses and regions.

When there is a proposal for establishing a new Statewide Campus General Student Fee, revising an existing Statewide Campus General Student Fee, or repealing a Statewide Campus General Student Fee, the Statewide Campuses General Student Fee Advisory Board shall:

  1. Notify currently enrolled students using a method(s) that the Statewide Campuses General Student Fee Advisory Board determines best reaches the majority of students (e.g. email, text, social media, student newspaper, digital signage, etc.) of the proposed change and the date, time, and location of a student hearing on the proposal; and
  2. Hold a student hearing which shall be attended by at least one student representative from the Statewide Campuses General Student Fee Advisory Board. The student representative shall provide a summary of student comments received during the hearing to the Board of Trustees. The hearing may be held in conjunction with USU’s truth-in-tuition hearing.
An introductory meeting of the Statewide Campuses General Student Fee Advisory Board will be held annually during the first part of October to orient members to one another, to review this policy, and to identify issues that the current board will be addressing over the next year.

The Region Fee Committees shall oversee the following tasks:

  1. Review proposed budgets and actual expenditures of each fee-receiving area. The budgets and reports shall be forwarded to the Statewide Campuses General Student Fee Advisory Board.
  2. Ensure that each fee-receiving area maintains a desired level of service. The Region Fee Committees may recommend to the Statewide Campuses General Student Fee Advisory Board revisions to Statewide Campuses General Student Fees to ensure that the fees are appropriate to maintain the level of service.
  3. Maintain a record that sets forth the rationale for each decision regarding fees.
The Region Fee Committee may also:
  1. Request and conduct in-depth, comprehensive reviews of specific fees; and
  2. Review budgets and recommend to the appropriate fee administrators any necessary changes.

Reporting

The chair(s) over each Region Fee Committee will report directly to the Statewide Campuses General Student Fee Advisory Board. The Statewide Campuses General Student Fee Advisory Board will report to the University President and Board of Trustees on proposed changes relating to existing fees, and on all requests for new fees.

Student fee issues will typically be presented once a year to the University President and the Board of Trustees as a package proposal. The Statewide Campuses General Student Fee Advisory Board will prepare the proposal after hearing all requests for new fees and increases in existing fees.

Statewide Campuses General Student Fees shall be published on USU’s website.
