5311.1 PURPOSE AND SCOPE
Pursuant to Utah System of Higher Education policy R714, Capital Facilities Community Impact, this policy establishes a process for addressing potential impacts to traffic, parking, municipal utility systems, noise, or health and safety that may adversely affect nearby residents when planning capital facilities projects.
5311.2 POLICY
Notwithstanding institutional exemption from the planning and zoning authority of the local government unit in which it is located, Utah State University (University or USU) will address, at an early stage of its capital facilities planning and construction activities, those pertinent factors which would ordinarily be considered in municipal planning and zoning processes.
2.1 Community Impact
When planning and constructing capital facilities, the institution should consider ways, where appropriate, to minimize adverse impacts on adjacent neighborhoods and/or the community in a manner consistent with the attainment of its mission and goals.
2.2 Consultation with Municipalities
The University may consult with City and County authorities about proposed or impending capital facilities construction projects when issues such as traffic patterns and volume, parking, impact on utility systems and other municipal services, noise, or health and safety may affect nearby neighborhoods or the community beyond campus boundaries.
2.3 Public Meetings
The University will arrange public meetings to present the current and proposed campus facilities master plans.
2.4 Board Review of Master Plans
Upon approval by the Board of Trustees, the Utah State University Master Plan and Master Plan for Statewide Campuses (Master Plans) will be forwarded to the Commissioner's Office.
5311.3 RESPONSIBILITIES
3.1 Facilities Planning, Design, and Construction
- Prepare the University's Master Plans and arrange for public meetings as described in Section 2.3.
3.2 Vice President for Finance and Administrative Services
- Present the Master Plans to the Board of Trustees and forward Master Plans to the Commissioner's Office.
