Small Unmanned Aircraft Systems (sUAS)

Small Unmanned Aircraft Systems (sUAS), commonly known as drones, are defined under FAA Part 107 as unmanned aircraft operating below federally navigable airspace. These systems include not only the aircraft itself but also associated support equipment, such as control stations, data links, telemetry, communication, and navigation equipment. sUAS come in various forms, including quadcopters, fixed-wing aircraft, and other configurations.

This technology presents significant opportunities for research, education, recreational use, and commercial applications. However, the University must also consider public safety, privacy, civil rights, and civil liberties related to sUAS operations.

Regulations for Commercial sUAS Use

All commercial use of sUAS is regulated under FAA Part 107. This includes any instruction, research, or training activities that support the University, as well as any for-profit services provided by third parties. The University’s general commercial liability and property insurance only covers sUAS operations that comply with FAA Part 107 regulations.

University sUAS Operations

Any commercial sUAS use on campus or for University business must:

  • Be approved by the Office of Risk Management.
  • Be coordinated with USU Public Safety.
  • Receive insurance coverage verification from Risk Management prior to flight.

Third-Party sUAS Operations

External vendors wishing to operate sUAS over University property must:

  • Sign an indemnification/hold harmless agreement in favor of Utah State University (USU).
  • Provide a certificate of insurance with a minimum $1,000,000 per occurrence and $3,000,000 general aggregate in commercial liability coverage, listing USU as both the certificate holder and additional insured.
  • Submit a copy of the Remote Pilot in Command’s (PIC) FAA Part 107 certification.
  • Provide detailed flight plans for review.

The Office of Risk Management will evaluate these documents and, if approved, issue a permit to operate to the vendor.  The permit must be carried at all time while operating on University property.
