Shipping and packaging requirement for medical diagnostic specimens follows the Federal Department of Transportation (DOT) Regulation, Code of Federal Regulations (eCFR) title 49, up to date as of 7/24/2026. The complete regulations can be found on the eCFR website.
Drop off Shipments
Utah Veterinary Diagnostic Laboratory (UVDL) is opened Monday-Friday 8:00-5:00 and accepts walk-in samples at both our Logan and Spanish Fork locations. Dropping off animals for necropsy's after 3:00pm may have an additional charge of $175.00.
After Hours Drop Offs
Packages should be in a manner that is safe for the submitter and lab staff. All potentially zoonotic samples should be double bagged. The submission form should then be placed in a bag independent of the sample. UVDL staff are not available for assistance after hours.
To leave most samples at UVDL after business hours
- Complete a UVDL Submission form (available in the drop off area and on the website)
- Ensure all specimens are labeled with animal IDs and client information.
- Ensure the door to the storage unit closes completely
After hour necropsy and /or cremation
- Saturday and Sunday 8:00-5:00 after hours emergency number for Logan (435) 770-7951
- Complete a UVDL Submission Form (available in the drop off area and on the website)
- Extra charge of $175.00 will be added.
Logan
Logan's drop off is around the building and through the south doors.
Spanish Fork
Spanish Fork location has a free standing fridge/freezer located around the right side of the building next to the crane frame, anything that is over 40 pounds will need prior arrangements by calling (801) 798-5435 during business hours.
Shipping the Package
Packing the shipment
- Leak-proof primary receptacle (e.g., blood collection tube);
- Leak-proof secondary receptacle (e.g., zip-top bag);
- Absorbent material sufficient to absorb entire specimen.
- Additional means to maintain seal on formalin jars is preferred.
- Cold packs, if needed, packaging with additional absorbent materials to absorb condensation.
- Sufficient cushioning to protect individual specimens and fill head space within the package.
- Rigid outer container (e.g., hard cooler, cardboard shipper with a styrofoam liner).
- Include a properly completed UVDL Submission Form
Labeling the package
The name, address, and telephone number of a responsible person.
For "Exempt Animal Specimen," This statement must be present on the outer package in letters at lest 6mm high.
If shipping a "Biological Substance, Category B" specimen: Indicate "Biological Substance, Category B" and "UN3373" on the waybill, and "Biological Substance, Category B" must be present in letters at least 6mm high and must be marked on the outer package adjacent to a diamond shaped UN3373 label.
If shipping with dry ice: Indicate net weight of dry ice on the waybill, and include a completed UN1845 Class 9 hazard label.
Shipping Trichomoniasis
In order to provide the best service to clients, here are some important guidelines to keep in mind for shipping samples for trich testing by rtPCR or culture. Logan location only. UVDL is now offering PBS tubes for trich sampling at $1.25 a tube with $30 for shipping if needed.
Collecting and handling samples
As with all diagnostic tests, strict attention to detail in collecting and handling samples helps to ensure an accurate diagnosis.
- Because the rtPCR test is based on molecular biology, strict atte3ntion to avoid cross contamination between samples should begin at collection. All samples should be collected in as clean a manner as possible. Avoid allowing blood and fecal matter into the collection.
- Protecting the sample from extreme weather or exposure to sunlight while at chute side is important. Minimize temperature extremes in shipment by adding a cold pack in hot weather. Protect the sample from direct contact with the cold pack.
Shipping samples
Fill out a submission form completely, including owner's name and address. Each owner needs their own submission form. The submission form should be placed in a bag independent of the sample.
- Ship in tube containing 1.5 mL of PBS or sterile saline.
- Samples must arrive at laboratory within 120 hours of collection.
- Samples must be chilled from collection until received at laboratory.
- Label the tubes with the 5-digit trich tag number
- Organize your trich tubes, send excel spread sheet if submitting more than 20 samples.
- Pooling eligible for up to five samples.

ยง 173.199 Diagnostic Specimens and used health care products.
- Diagnostic specimens must be packaged in a triple packaging, consisting of a primary receptacle, a secondary packaging, and an outer packaging.
- Primary receptacles (i.e. Blood tube, specimen jar, etc.) must be packed in secondary packaging in such a way that, under normal conditions of transport they cannot break, be punctured, or leak their contents into the secondary packaging.
- Secondary packaging must be secured in outer packaging with suitable cushioning material such that any leakage of the contents will not impair the protective properties of the cushioning material or the outer packaging. An orange and black "Biohazard Symbol" must be fixed to the outer surface of the secondary container.
- The completed package must be capable of successfully passing the drop test in 178.603 of this subchapter at a drop height of at least 1.2 meters (3.9 feet).
- The outer packaging must be clearly and durably marked with words "Diagnostic Specimen".
(a) Liquid diagnostic specimens
- The primary receptacle must be leakproof with a volumetric capacity of not more than 500 ml (16.9 ounces).
- Absorbent material must be placed between the primary receptacle and secondary packaging. If several fragile primary receptacles are placed in a single secondary packaging, the must be individually wrapped or separated so as to prevent contact between them. The absorbent material must be of sufficient quantity to absorb the entire contents of the primary receptacles.
- The secondary packaging must be leakproof.
(b) Solid diagnostic specimens
Solid diagnostic specimens must be packaged in a triple packaging, consisting of a primary receptacle, secondary packaging, and outer packaging, conforming to the following provisions:
- The primary receptacle must be siftproof with a capacity of not more than 500g (1.1 pounds).
- If several fragile primary receptacles are placed in a single secondary packaging, the must be individually wrapped or separated so as to prevent contact between them.
- The secondary packaging must be leakproof.
- The outer packaging may not exceed 4 kg (8.8 pounds) capacity.
(c) For shipments by aircraft
The primary receptacle or the secondary packaging must be capable of withstanding without leakage an. internal pressure producing a pressure differential of not less than 95kPa (0.95 bar, 14 psi).
- The outer packaging may not exceed 4 L (1 gallon) capacity.
- The volume limitation does not apply to parcels containing "animal body parts, whole organs, or whole bodies".
(d) Fines and penalties
According to 49 CFR Sec. 171.1 (c) "Any person who knowingly violates a requirement of the Federal hazardous material transportation law... is liable for a civil penalty of not more than $27,500 and not less than $250 for each violation and shall be fined under Title 18, United States code, or imprisoned for not more than 5 years, or both."
