Utah State University Housing facilities may be used for summer camps and conferences in a manner consistent with this Policy. The use of USU Housing facilities for summer camps and conferences is primarily intended to support youth programs, including camps, academic enrichment programs, student-focused summer conferences, and other similar youth-centered programs. Generally, USU Housing facilities may not be used to support programs for adults. In alignment with institutional risk management practices and youth protection standards, this Policy applies to the use of USU Housing facilities for summer camps and conferences. Groups intending to use USU Housing facilities for a summer camp or conference are required to contract for use of the Housing facilities through USU’s Office of Events.
Eligibility
USU Housing may be used to accommodate organized groups whose participants are:
- Minors under the age of 18 or current high school students, participating in supervised youth camps, academic programs, or student-focused summer conferences, and similar youth-centered programs; or
- Official chaperones, instructors, counselors, or program staff required for the supervision and operation of the program.
Organized groups whose participants are adults participating in short-term camp or conference activities are not eligible for use of USU Housing facilities. These groups may utilize the University Inn (depending on availability).
For purposes of this Policy:
- Adult is defined as an individual who is 18 years of age or older, not a current high school student and is participating in the program as an attendee rather than as approved staff or chaperone.
- Individuals who are 18 years of age or older and not current high school students, including current college or university students pursuing a post-secondary degree or certificate, are considered adults under this policy.
Exceptions and Administrative Review
An exception may be made for groups of current college students who are:
- Enrolled in summer semester academic coursework;
- Participating in a university-sponsored internship, research experience, practicum, or educational training program; or
- Participating in an approved academic or workforce development program affiliated with USU.
To qualify under this exception, participants must typically reside in USU Housing facilities for a minimum stay of one month and comply with all applicable USU Housing eligibility and conduct requirements.
Additional exceptions to this policy may be considered on a case-by-case basis when:
- The summer camp or conference is sponseored by, or academically affiliated USU
- Appropriate supervision, conduct expectations, and risk management standards are met
- Space is available
Approval of exceptions is at the sole discretion of USU Housing administration.
