  3. Open mike – Presumably, most of us are still trying to understand the new FIP.  Come to the meeting with any of your concerns or comments.  We will record those, with the intention to discuss them at the December meeting.  We will also welcome any other concerns or comments vis-à-vis ozone in the Basin that can be addressed at later meetings.

  2. Statement by Rocky Mountain Power:  Rocky Mountain Power continues to evaluate the best ways to meet our customers’ electricity needs in the Uinta Basin. RMP supported and helped obtain funding for the recently completed study by USU and SLR International on the benefits that electricity could provide to reducing ozone in the Basin. RMP appreciated and continues to evaluate the study, and RMP invites parties interested in exploring options to electrify their operations to contact Merlin Rushton, 435-636-6616, at RMP for further discussions.

Welcome, Introductions

  1. Update on the DAQ Engine Exchange Grant (UDAQ). ubenginegrant.utah.gov
    1. DAQ engine exchange grant is open and online, but there haven’t been many takers yet.
  1. Update on extension of non-attainment decision (UDAQ)
    1. Extension of non-attainment decision—Chris Dresser, EPA says the option for extension is on the table.  There are drawbacks, but that is a path that could kick the attainment date back for a year.  Attainment date of 3 August 2022, rather than 3 August 2021.  It is possible to pursue a second one-year extension.  If there is a future violation, it will still go to moderate, and the SIP deadline will start the same as if there hadn’t been an extension.  2020 is the key year—it has to be below the EPA standard in order to ask for an extension.  It isn’t clear yet which agency would request the extension, but the decision is being pursued by all air agencies jointly.
  1. Update on U&O FIP (Ute Tribe, EPA)
    1. No one has asked for an extension on the comment period, which is still open.  Ute Tribe has submitted comments, and Western Energy Alliance will soon.  Tribe and WEA both indicated they hope this rule is finalized and implemented very soon to give certainty and improve air quality.
  1. BLM general conformity (BLM).

    2. Chris Dresser and others at EPA have prepared a slide deck about general conformity.  They will be hosting a webinar about it, probably in April.  We will send information about the webinar when it is available.

  1. Update on ERC Bank (EPA)
    1. Chris Dresser at EPA says the ERC bank has to be analyzed by the federal Office of Management and Budget and get other approvals. Don’t expect it to come soon, but it is moving forward. Time frame is uncertain.
